Buffalo was a cruiser designed in 1940, featuring a larger displacement and better protection than previous Baltimore-class cruiser.
Buffalo is consistent with other US cruisers in the tech-tree, except her 25mm armored extremities (should be 27mm) and 2.0σ (should be 2.05σ).
Note that Buffalo does not have the main battery upgrade, so her main gun has the slowest reload among all Tier IXs (15s, same as Ibuki). Nevertheless, she fires 48 rounds/min and has a superior firing angle.

This ship shoudn't even exist. Baltimore was already good at Tier IX and Wichita was the obvious choice for Tier VIII.
